The beluga whale is a small, exclusively Arctic and subarctic toothed whale recognizable for its uniform white adult coloration, bulbous forehead, and a vocal repertoire so elaborate that early mariners named it the "canary of the sea." Distributed in some 21 distinct subpopulations across the circumpolar north, the species as a whole remains numerous, yet several geographically isolated groups have become severely depleted [Lowry et al. 2017; NOAA Fisheries 2024]. This profile examines the beluga's distinctive biology, its seasonal dependence on coastal estuaries and migratory corridors, and the pressures that have placed certain regional populations among the most at-risk cetaceans in the world.


Biology and Identification

The beluga is a medium-sized odontocete (toothed whale) reaching roughly 3.5–5.5 m and up to about 1,400 kg, with males larger than females [Society for Marine Mammalogy 2017; NOAA Fisheries 2024]. Calves are born dark gray and lighten with age, becoming entirely white at maturity — an adaptation widely interpreted as crypsis among sea ice. The species lacks a dorsal fin, bearing instead a low dorsal ridge that reduces heat loss and eases movement beneath ice.

Two features set the beluga apart among cetaceans. First, unlike most whales it possesses unfused cervical vertebrae, granting a flexible neck that can turn the head side to side — useful for scanning the seafloor and shallow bays while foraging [NOAA Fisheries 2024]. Second, the rounded forehead, or melon, is soft and deformable; the animal can visibly change its shape while producing sound, focusing the clicks, whistles, chirps, and pulsed calls that give the species its nickname [Sjare & Smith 1986].

Belugas rely on echolocation to navigate, detect prey, and orient beneath sea ice in dark or turbid water. Acoustic surveys of summering whales in the Canadian Arctic classified hundreds of tonal whistles into more than a dozen contour types alongside numerous pulsed-call categories, documenting one of the richest vocal repertoires of any toothed whale [Sjare & Smith 1986]. Diet is broad and opportunistic, including Arctic cod, capelin, salmon, and herring as well as squid, octopus, and benthic invertebrates [NOAA Fisheries 2024].


Habitat and Range

Belugas are restricted to cold Arctic and subarctic waters, with populations off Alaska, Canada, Greenland, Norway (Svalbard), and Russia [Lowry et al. 2017]. Many are migratory, wintering near the pack-ice edge and moving into shallow coastal waters in summer. A defining behavior is the seasonal aggregation of whales in river estuaries and deltas, where warmer, lower-salinity water is thought to aid molting, calf rearing, and access to spawning prey [NOAA Fisheries 2024].

These predictable concentrations make the species acutely exposed: the same estuaries that support molting and calving are often the focus of shipping and industrial activity. In Alaska, NOAA Fisheries recognizes five distinct stocks — Beaufort Sea, eastern Chukchi Sea, eastern Bering Sea, Bristol Bay, and Cook Inlet [NOAA Fisheries 2024]. Some Pacific Arctic populations have begun shifting their autumn migration timing in response to delayed sea-ice formation [Hauser et al. 2017].

In accordance with NRWL sensitive-species policy, specific site locations, estuary aggregation points, and seasonal movement details are not disclosed in this article.


Conservation Status

At the global species level, the beluga whale is assessed as Least Concern on the IUCN Red List, reflecting a combined abundance of more than 150,000 mature individuals across at least 21 recognized subpopulations [Lowry et al. 2017]. The species is listed on CITES Appendix II, which regulates rather than prohibits international trade and requires that any such trade be non-detrimental to wild populations [CITES 2023].

The Least Concern global listing, however, conceals sharp regional contrasts. The Cook Inlet population in Alaska is at the most precarious extreme: it declined by nearly 80% between 1979 and 2018, from roughly 1,300 whales to a few hundred, and NOAA Fisheries' most recent estimate places it near 331 animals with no clear sign of recovery [NOAA Fisheries 2023]. It is listed as endangered under the U.S. Endangered Species Act and is one of NOAA Fisheries' "Species in the Spotlight" prioritized for recovery [NOAA Fisheries 2024]. In Canada, the St. Lawrence Estuary population — numbering under a thousand and declining since the early 2000s, with elevated neonate mortality — was reassessed as endangered by COSEWIC [DFO 2014].


Threats

Underwater noise and shipping are leading concerns for a species that depends on sound for nearly every life function. Satellite-tracking in the Pacific Arctic documents measurable changes in beluga movement and diving during ship approaches, and expanding vessel traffic in newly ice-free waters raises the frequency of such encounters [Martin et al. 2023].

Contaminants are central to the St. Lawrence Estuary population's failure to recover. As long-lived, high-trophic predators, belugas accumulate persistent organohalogen pollutants — PCBs, organochlorine pesticides, and flame retardants — whose elevated tissue concentrations are associated with disrupted lipid metabolism and other physiological effects [Simond et al. 2020].

Climate change and sea-ice loss are reshaping beluga habitat across the Arctic, altering prey distribution, opening areas to industry and shipping, and shifting migration timing [Hauser et al. 2017].

Hunting and bycatch historically drove some populations down and remain a management consideration where subsistence harvest continues; excessive take, together with "struck and lost" losses, can outpace the slow reproductive rate of a long-lived species [Frost et al. 2021].


What Is Being Done

Co-management with Indigenous communities. The Alaska Beluga Whale Committee, formed in 1988, unites Alaska Native hunters, scientists, and the National Marine Fisheries Service to manage subsistence harvest sustainably — combining traditional ecological knowledge with population research and regional plans that minimize struck-and-lost losses [Frost et al. 2021].

Targeted recovery programs. NOAA Fisheries maintains a recovery program for the Cook Inlet population, including annual abundance surveys, critical-habitat designation, the "Belugas Count!" public monitoring effort, and periodic Endangered Species Act status reviews [NOAA Fisheries 2024].

Contaminant and habitat protection. In Canada, federal recovery strategies and action plans for the St. Lawrence Estuary population target contaminant inputs, vessel noise, and habitat disturbance as priorities for reversing the decline [DFO 2014].

Long-term research. Satellite telemetry and passive acoustic monitoring continue to quantify how belugas respond to ships and to a changing ice regime, providing the evidence base for shipping-corridor management and seasonal routing measures [Martin et al. 2023; Hauser et al. 2017].


How Readers Can Help

Citizen science. Log marine wildlife observations through platforms such as iNaturalist. Verified sightings contribute to range mapping and population monitoring used in conservation assessments.

Policy engagement. Support measures that reduce underwater noise, regulate Arctic shipping, and limit persistent industrial pollutants. In the United States, the Cook Inlet beluga's Endangered Species Act recovery actions are subject to periodic public review and comment [NOAA Fisheries 2024].

Informed consumer choices. Reducing demand for products containing persistent organic pollutants and supporting cleaner industrial practices helps lower the contaminant burden that affects top marine predators such as the St. Lawrence belugas [Simond et al. 2020].

Education outreach. Share accurate, science-based information about Arctic marine mammals and the threats of noise, contaminants, and sea-ice loss. Public understanding strengthens support for protecting the estuary habitats on which belugas depend.
