With likely fewer than 50 individuals surviving in its eastern population, the North Pacific right whale may be the rarest large whale on Earth. Once numbering in the tens of thousands across the temperate and subarctic North Pacific, the species was hunted to near-extinction by commercial whaling in the nineteenth century and then dealt a further, catastrophic blow by illegal Soviet whaling in the 1960s [NOAA Fisheries 2024]. Today it is listed as EN (Endangered) on the IUCN Red List [Cooke 2020]. A slow-moving, surface-skimming baleen whale that feeds on tiny copepods, it shows little sign of recovery decades after legal protection. Its plight makes it one of the most urgent—yet least visible—conservation cases among the world's great whales.
Biology and Identification
The North Pacific right whale, Eubalaena japonica (Lacépède, 1818), is a large baleen whale in the family Balaenidae. It was recognized as a species distinct from the North Atlantic right whale (E. glacialis) in 2008, when genetic evidence confirmed a deep evolutionary split within the genus Eubalaena [NOAA Fisheries 2024]. Adults reach roughly 14–18 m in length and can weigh up to about 90 tonnes, making this one of the bulkiest of all whales relative to its length [NOAA Fisheries 2024].
The species is robust and rotund, lacks a dorsal fin, and has a strongly arched mouthline. Its most diagnostic features are the patches of roughened, raised skin called callosities on the head, colonized by pale crustacean "whale lice" (cyamids); the unique callosity pattern of each individual allows photographic identification [Wade et al. 2011]. The broad rostrum supports long, dark baleen plates used to filter prey.
As a skim feeder, the whale swims slowly through dense patches of zooplankton with its mouth open, straining out copepods—particularly Calanus marshallae—as well as euphausiids [Zerbini et al. 2015]. Its slow surface behaviour, which once made it the "right" whale to hunt, leaves it vulnerable to vessels today.
Reproduction is slow. Females reach maturity at roughly 9–10 years, gestation lasts about 12–13 months, and calving intervals average 3–5 years [NOAA Fisheries 2024]. Lifespan is estimated at 70 years or more. This low reproductive rate sharply limits how quickly depleted populations can recover [Cooke 2020].
Habitat and Range
The North Pacific right whale historically ranged across the temperate and subarctic North Pacific, from the coasts of Japan, Korea, and the Russian Far East across to the Gulf of Alaska and the eastern Pacific seaboard of North America [NOAA Fisheries 2024]. The species is generally divided into two populations. The eastern population summers in the southeastern Bering Sea and Gulf of Alaska, while the western population occupies waters off the Kamchatka coast, the Kuril Islands, the Commander Islands, and the Sea of Okhotsk [Marine Mammal Commission 2023].
These whales follow their planktonic prey, concentrating in productive shelf and slope waters where copepods aggregate. In the eastern Bering Sea, satellite-telemetry studies show that individuals use a relatively confined feeding range closely tied to zooplankton abundance, much of which falls within a federally designated critical habitat [Zerbini et al. 2015; NMFS 2008]. Winter calving grounds remain poorly known for both populations, a major gap in scientific understanding [Cooke 2020].
The species' distribution has contracted dramatically since pre-whaling times. Sightings off the west coast of Canada and the continental United States, once part of the regular range, are now exceedingly rare and noteworthy events [Ford et al. 2016]. Confirmed eastern-population encounters typically involve only a handful of individuals per year [NOAA Fisheries 2024].

Conservation Status
The North Pacific right whale is listed as EN (Endangered) on the IUCN Red List, assessed in 2020, with a population trend that is uncertain but with no evidence of recovery in the eastern population [Cooke 2020]. The species is also listed on CITES Appendix I, which prohibits international commercial trade in the species or its parts, and it is protected under the U.S. Endangered Species Act and Marine Mammal Protection Act [NOAA Fisheries 2024]. The eastern population is regarded by some assessors as effectively critically endangered given its extremely small size [Marine Mammal Commission 2023].
Population estimates underscore the species' precarious state. Mark–recapture analyses based on photographic and genetic data from the Bering Sea produced estimates of roughly 28–31 individuals, including only about eight females, for the eastern stock [Wade et al. 2011]. NOAA considers fewer than 50 whales likely to remain in the eastern population [NOAA Fisheries 2024]. The western population is thought to number in the low hundreds, though the most recent figure—around 900 individuals from surveys in 1989–1992—is now considered unreliable and badly dated [Marine Mammal Commission 2023].
Pre-exploitation abundance across the North Pacific may have exceeded tens of thousands of animals. The collapse was driven first by Yankee and other commercial whaling in the 1800s and then by illegal Soviet catches in the 1960s that removed hundreds of whales after the population was already depleted [NOAA Fisheries 2024; Cooke 2020].
Threats

Vessel strikes. As slow, surface-skimming animals, right whales are highly susceptible to collisions with ships. Strikes are a leading cause of injury and death in the closely related North Atlantic right whale and are considered a serious risk wherever North Pacific right whales overlap with shipping routes [NOAA Fisheries 2024].

Entanglement in fishing gear. Entanglement in fixed gear and marine debris can cause drowning, chronic injury, and energetic stress. Given the tiny eastern population, the loss of even a single reproductive female is significant [Marine Mammal Commission 2023].

Extremely small population size. With few individuals and a skewed sex ratio, the eastern population faces reduced genetic diversity and demographic instability, making natural recovery slow and uncertain [Wade et al. 2011; Cooke 2020].

Ocean noise. Anthropogenic noise from shipping and industrial activity can mask the low-frequency calls right whales use to communicate and may disrupt feeding and social behaviour [NOAA Fisheries 2024].

Climate-driven prey shifts. The species depends on dense aggregations of lipid-rich copepods such as Calanus marshallae. Warming and changing ocean conditions in the Bering Sea may alter the timing, location, and abundance of these prey patches, undermining feeding success [Zerbini et al. 2015; NOAA Fisheries 2024].
What Is Being Done
The North Pacific right whale benefits from some of the strongest legal protections available to any marine mammal. Commercial whaling of the species is banned globally under the International Whaling Commission moratorium, and international trade is prohibited under CITES Appendix I [NOAA Fisheries 2024]. In the United States, the species is protected under both the Endangered Species Act and the Marine Mammal Protection Act, and NOAA Fisheries has published a federal Recovery Plan for the North Pacific right whale to guide research and management priorities [NOAA Fisheries 2024].
To protect feeding habitat, the U.S. National Marine Fisheries Service designated critical habitat for the species in the southeastern Bering Sea and Gulf of Alaska, areas defined in part by the presence of key copepod and euphausiid prey [NMFS 2008]. Telemetry and acoustic-monitoring programs run by NOAA's Alaska Fisheries Science Center track the small number of individuals that visit these waters, building a long-term photo-identification catalog and acoustic record [Zerbini et al. 2015; NOAA Fisheries 2024].
Scientific surveys also continue along the coasts of Canada and the western Pacific to document the species' contracted range and rare sightings [Ford et al. 2016]. Internationally, the IUCN SSC Cetacean Specialist Group maintains the Red List assessment that frames global conservation priorities for the species and flags the urgent need for updated abundance estimates, particularly for the data-poor western population [Cooke 2020].
