The White-tailed Eagle is one of conservation's most celebrated comeback stories. The largest eagle in Europe and a top predator across the wetlands, coasts, and lakes of temperate Eurasia, it was driven from much of its former range during the 19th and 20th centuries by relentless persecution and, later, by organochlorine pesticides that thinned its eggshells and suppressed reproduction [Helander et al. 2008]. Following bans on these chemicals, legal protection, and an array of reintroduction programmes, the species rebounded so strongly that BirdLife International downlisted it from Near Threatened to Least Concern in 2005 [BirdLife International 2021]. Its recovery is now widely cited as evidence that even slow-breeding apex avian predators can recover when the human pressures driving their decline are removed.


Biology and Identification

The White-tailed Eagle is a massive sea eagle, with adults measuring 66–94 cm in length and spanning 1.8–2.45 m across the wings, making it the fourth-heaviest eagle in the world and the largest in Europe [del Hoyo et al. 1994]. Females are appreciably larger than males, a sexual size dimorphism typical of raptors. Adults are recognised by their pale brown body, distinctly pale head and neck, heavy yellow bill, and the diagnostic short, wedge-shaped white tail from which the species takes its name. In flight the broad, plank-like wings and protruding head give it the silhouette sometimes described as a "flying barn door."

Juveniles are darker overall, with a dark bill and a brown tail mottled with white; the clean white tail and yellow bill of full adulthood are not acquired until roughly five years of age [Forsman 1999]. This protracted maturation, combined with deferred breeding, means that populations recover slowly and are sensitive to elevated adult mortality.

The species is a generalist predator and scavenger. Its diet is dominated by fish and waterbirds but also includes mammals and a substantial proportion of carrion, particularly in winter [Sándor et al. 2015]. This scavenging habit, while ecologically flexible, exposes the eagle to contaminants accumulated in carcasses, most notably lead from spent ammunition (see Threats).

White-tailed Eagles are long-lived and strongly territorial, building enormous stick nests that are reused and enlarged over many years, typically in tall trees or on coastal cliffs. Pairs are generally monogamous and maintain breeding territories for life, with clutches usually of one to three eggs [del Hoyo et al. 1994].


Habitat and Range

The White-tailed Eagle is widely distributed across temperate Eurasia, breeding from Greenland and Iceland through Scandinavia, central and eastern Europe, and across Russia and central Asia to the Pacific coast and Japan [BirdLife International 2021]. It is closely tied to large bodies of water—sea coasts, estuaries, large lakes, and major river systems—where it finds abundant fish and waterbirds, but it requires nearby mature trees or cliffs for nesting.

Northern populations are partially migratory or dispersive, with birds from the coldest regions moving south or to ice-free coasts in winter, while many temperate and coastal populations are largely resident [Forsman 1999]. Europe holds a substantial share of the global range, and the European population has expanded its range markedly in recent decades as the species has recolonised areas from which it had been extirpated.


Conservation Status

The White-tailed Eagle is listed as Least Concern on the IUCN Red List [BirdLife International 2021]. The species was downlisted from Near Threatened to Least Concern in 2005 following sustained population recovery, and its global population is large and increasing [BirdLife International 2021]. The species is listed on CITES Appendix I, affording it the highest level of protection against international trade [CITES 2023]. The European population is estimated in the low tens of thousands of mature individuals and continues to grow, with ongoing range expansion and recolonisation of formerly occupied areas [Helander et al. 2008]. Despite this favourable global assessment, several regional populations remain small and dependent on continued protection and management.


Threats

Lead poisoning. Although the species as a whole is recovering, lead poisoning from spent ammunition embedded in carcasses and offal remains a major source of human-related mortality. A long-term study of dead White-tailed Eagles in Germany found that lead poisoning was the most important human-related cause of death, accounting for roughly 31% of cases, with patterns of occurrence implicating spent lead ammunition as the source [Krone et al. 2018].

Historical pesticide contamination. Organochlorine pesticides such as DDT, together with PCBs concentrated in aquatic food chains, caused severe reproductive failure through eggshell thinning, especially in the Baltic region, and were a principal driver of mid-20th-century declines. Reproduction recovered markedly after these compounds were restricted, demonstrating both the harm caused and the resilience of the population once the pressure was lifted [Helander et al. 2008].

Persecution and disturbance. Deliberate killing—shooting, trapping, and poisoning—drove the species to local extinction across much of its range, including the complete loss of breeding birds from Britain by the early 20th century [Love 1983]. Illegal persecution, often linked to perceived conflict with fisheries or game interests, still occurs in parts of the range, and human disturbance at nest sites can reduce breeding success.

Collision and habitat change. As populations expand, collisions with wind turbines and power infrastructure, along with the loss or degradation of wetland and coastal habitats, pose ongoing localised risks that require careful planning and mitigation [Sándor et al. 2015].


What Is Being Done

Reintroduction programmes. Among the best-documented recovery efforts is the reintroduction of White-tailed Eagles to Scotland, begun in 1975 on the Isle of Rum, where nestlings translocated from Norway were released to re-establish a breeding population that had been lost when the last British bird was killed early in the 20th century [Love 1983]. The project, led by what are now NatureScot and the RSPB, ultimately restored a self-sustaining Scottish population and has been used as a model for subsequent releases elsewhere in Britain and across Europe.

Legal protection and international agreements. The species benefits from strong legal protection across its range, including listing on CITES Appendix I [CITES 2023] and protection under European Union and national wildlife legislation, which prohibit killing, disturbance, and trade.

Contaminant reduction and ammunition policy. Research demonstrating the scale of lead poisoning in eagles has driven advocacy and policy efforts to phase out lead ammunition in favour of non-toxic alternatives, a measure shown to be central to reducing avoidable mortality in scavenging raptors [Krone et al. 2018].

Long-term monitoring. Sustained monitoring of breeding success and contaminant burdens—particularly the decades-long Swedish and Baltic studies—has been essential both for detecting the pesticide-era collapse and for documenting the subsequent recovery, providing the evidence base on which management decisions rest [Helander et al. 2008].


How Readers Can Help

Support citizen science. Reporting sightings of White-tailed Eagles to national bird-monitoring schemes and atlases helps researchers track range expansion and breeding success, contributing directly to the long-term datasets that underpin the species' management.

Engage with policy. Supporting the transition away from lead ammunition toward non-toxic alternatives—through informed comment on consultations and engagement with conservation organisations—addresses one of the most significant remaining causes of avoidable eagle mortality [Krone et al. 2018].

Make informed choices. Recreational hunters and land managers can voluntarily adopt non-lead ammunition and avoid leaving lead-contaminated carcasses and gralloch in the field, reducing the exposure of scavenging eagles and other wildlife.

Promote education and coexistence. Backing the work of reputable conservation bodies such as the RSPB and supporting public education about the eagle's role as a top predator and scavenger helps reduce illegal persecution and fosters tolerance where eagles recolonise farmed and inhabited landscapes.
